Scaffolding Backported

This mod backports the scaffolding block from newer versions of Minecraft to 1.12. Bamboo is not added, so scaffolding is crafted with sticks instead.

Differences:

• The collision box for interaction is always the smaller one (where the texture is) and not the full block while holding scaffolding.
• Minor changes in placement logic due to the above difference.
• To place scaffolding under another scaffolding block form above, right click the netting on the bottom of the block.
• Scaffolding will block the camera when in third person.
