Description
Puts mob spawners on cooldown after some time in use.
Primary use is not allowing rpg mopacks to be easily cheesed by automatically farming mob spawners for loot.
By default spawners can be used for 5 minutes, and after that they go on cooldown for an hour.
I didn't test with mod spawners, but I add it to every block that has tile entity instanceof MobSpawnerTileEntity.
