Scarecrow's Territory allows you to keep spawners activated and keeps mobs spawning when there are no players around!

 Scarecrow 

- The Scarecrow keeps spawners in an 8 block radius activated

- The Scarecrow allows natural mob spawning in an 8 block radius

- Scarecrows can be colored by right-clicking on it with a dye

Yes, the range of the Scarecrow can be changed in the config

Does the Scarecrow keep chunks loaded?

No, the scarecrow just keeps spawners active and allows for passive mob spawning in an already loaded area
