VH: Scaling Bingo Seals

Inspired by suggestions and cooked up in an hour...

Adds functionality to have the Bingo objective scale up from 3x3 (or another configurable default) up to 10x10 (by default) by adding additional seals to a Vault Crystal with a Bingo objective.

Here are all of the options:

Use Bingo Seal: Replaces the Seal of the Prophet functionality to set it to Scaling Bingo instead.

Use Architect Seal: Sets the Seal of the Architect to set a crystal's objective to Scaling Bingo (note: does not add recipe for this)

Default Width: Default width for Scaling Bingo
Default Height: Default height for Scaling Bingo
Max Seals: Max number of seals applicable
Seal Add Count: How much width and height each seal adds.

Requires Vault Hunters API (VHAPI) 3+.

Only required on server if using VHAPI's server config sync.
