Updated Finite Water Control

Created this mod so a modpack creator could use finite liquids with config control since the other mods they looked at weren't working. Let me know if you want features or if you find any issues.

Simple mod, just makes fluids finite. There's a config to control what biomes fluid is infinite in and what fluids are controlled by the mod.
