Tiny Coal - Tiny Charcoal

Taken out of tomCraft by very friendly request to have a stand alone Tiny Coal Mod

There will be no further 'a la carte' mods chopped out of tomCraft!

TL;DR
Adds recipes to convert Coal or Charcoal to its tiny versions and back
Each Tiny Coal/Charcoal burns 1 Item (e.g. 1 Ore to 1 Ingot)
9 Charcoal make 1 Charcoal Block that takes 9 Items but burns like 10
