Unnecessary Cauldron Tweak

This mod makes cauldrons fill with rain twenty times faster. Additionally, it makes cauldrons fill with powdered snow ten times as fast. A cauldron left in open rain or snow should fill in around ten minutes with this mod.
This mod is useful for modpacks that rely on rainwater for progression; otherwise, it can take upwards of three hours for a cauldron to fill with rainwater.

This mod will likely conflict with mods that add custom precipitation to cauldron filling via mixin.
