IC2 Classic Tweaker

Since a couple Ic2 classic machines only provide json for tweaking recipes, and others don't provide any method at all other then with code, I've decided to make this to make modpack devs work easier. I've only provided for 5 ic2 classic specific machines since ic2 tweaker works for the rest of them.
