Process in game chat for web links to be made clickable

Chat type includes

• Game message
• Player chat message
• Player direct message
• Non-player announcement (such as command block /say)

Note: Tested with no chat modification. Mods/Plugins that alter chat messages may affect its correctness.

Important: 1.19.3+ versions highly recommends Fabric API to be installed.

Forge Config Api Port is required to modify configuration in Fabric. Defaults will be used when it is not available.

1.19.3-0.2.0+ requires at least version 5.0.5 if available (as an optional dependency)

1.19.2-0.1.4 requires at least version 4.2.10 if available (as an optional dependency)

1.19.2-0.1.3 requires and supports only version 4.2.9

Therefore, the web link style is configurable and it's located in ./config/restorechatlinks-client.toml
