Adds NEI integration for world resources like ores and mob drops

Currently in Alpha:

a) does not fully implement biome/dimension variation

b) Y levels of ore spawning might be slightly inaccurate, but that's what you get when dealing with statistics

NER is discontinued due to NEI taking for ever to update. Use Just Enough Resources for JEI instead of NEI. There are plans from NEIs side to implement the JEI api so that JEI addons work with NEI as well. So either use JEI or wait for NEI to add the JEI support
