Q: Do I need this as a datapack?
A: No, this is only a Resource Pack, meaning it can also be used on servers.

Q: How do I get them?
A: They can all be found in the wild in their respective biomes since they're already different forms in normal Cobblemon. They can also be selected as starters in the starter menu in the "Hisui" section, or can be obtained/spawned via /pokespawn (Pokemon here) regional_bias=hisui or /pokegive (Pokemon here) regional_bias=hisui.
