Gregicality TJ Fork

Continuation of GCY:L to provide legacy support and backports by the TJ dev team. Pack Discord. 

Requires at least GTCE TJ Fork 1.17.7.

New features:

Add drum clearing recipes.

Lock OC to 2.8 and make the minimum amount of tick a recipe can run at 1 tick. Matches latest GTCE TJ fork.

Buff single block miners to mine 3 blocks at a time.

Buff large miners to mine more block per tier.

Update Nuclear:

Remove Triso, Nitride, Zirconium, and Carbide fuels.

Reduce the amount of configuration recipes that generate.

Fixes:

Fix the right click action of Drums.

Make single miners replace ore blocks with cobblestone instead of air.

Fix issue with fortune not working for large miners due to balance changes in GTCE:TJ fork.
