Ports CITResewn to NeoForge!

CITResewnNeoPatcher is intended to maintain [CIT Resewn](https://modrinth.com/mod/cit-resewn)'s compatibility with [Sinytra Connector](https://modrinth.com/mod/connector), so it runs on NeoForge. It's needed cause there are individual compatibility issues preventing CIT Resewn from working with Connector. Mod requires [CIT Resewn](https://modrinth.com/mod/cit-resewn), [Sinytra Connector](https://modrinth.com/mod/connector) and [Forgified Fabric Api](https://modrinth.com/mod/forgified-fabric-api) to be installed. It was also created as a way to port [RP Renames](https://modrinth.com/mod/rp-renames) to NeoForge, it works with Connector, but as no CIT system was availabe on NeoForge, it had no sense.
