Random Torch Dissapearance

This mod adds a feature where torches randomly dissapear, every 1000 seconds a random number from 0 - 100 will be pulled and checked if its 0, if it is, the torch dissapears, both the seconds and the random chance are configurable in the config.

How many seconds it takes for the random check to be done is quite unpredictable so its not really 1000 seconds but its around that ballpark, its meant for a creepy, atmosphere.
