Use these updated java arguments in CurseForge, Modrinth, etc: -XX:+UnlockExperimentalVMOptions -XX:+UnlockDiagnosticVMOptions -XX:+AlwaysPreTouch -XX:+OptimizeStringConcat -XX:+UseCriticalJavaThreadPriority

For those who used those java arguments congratulations no more regular stuttering Minecraft. You may still get stuttering from any mods.
